Exciting Opportunity for an Owner's Agent - Vertical Infrastructure Projects

Our client, a leading global engineering and project management firm, is seeking an Owner's Agent to join their team supporting a utility client in the DC area. This position focuses on vertical infrastructure projects, such as treatment plants, pump stations, and reservoir design. If you are a highly motivated and experienced professional with a passion for infrastructure development and delivering complex projects, this is your opportunity to make a significant impact.


Key Responsibilities:

  • Represent the client's interests, ensuring projects align with their goals and objectives.

  • Ensure projects meet client requirements, budgets, schedules, and comply with regulatory guidelines.

  • Serve as the central point of contact between the client, architects, engineers, contractors, and municipal authorities.

  • Facilitate delivery method assessments to determine the best approach for CIP projects (Collaborative Delivery or Contracting Method).

  • Guide the acceleration of project delivery through bundling and other best practices.

  • Develop procurement processes, define contract language, assist in negotiations, and oversee program delivery.

  • Support decisions that mitigate project risks and accelerate delivery.

  • Engage with operations and maintenance (O&M) stakeholders, ensuring their input is solicited and documented at appropriate stages.

  • Provide full project and construction management support for progressive design-build (PDB) projects.

  • Coordinate with the design team for construction manager at risk (CMAR) projects, ensuring clear roles and responsibilities.

  • Drive project delivery by managing scope, coordinating with team members, and addressing challenges.

  • Develop and implement strategies related to quality, construction management, inspection, permitting, and collaborative delivery.

  • Report on project progress, including schedule, budget, and risk management, and manage change orders and disputes.

  • Maintain a risk register for each project to track and mitigate potential risks.

  • Streamline the permitting process by engaging with jurisdictional agencies early in the design phase.


Required Qualifications:

  • B.S. in Civil, Environmental, Chemical, or Mechanical Engineering from an ABET-accredited program (M.S. preferred).

  • 10+ years of progressive technical design experience, with a focus on vertical infrastructure projects.

  • Experience with alternative delivery methods, including design-build and construction manager at risk (CMAR).

  • Strong experience in pump station and reservoir design.

  • Registered Professional Engineer (PE) or the ability to obtain within six months of hire.

  • Excellent verbal and written communication skills, with experience in client presentations and public speaking.

  • Proven ability to manage and coordinate complex projects, including procurement processes and contract negotiations.

  • Ability to build and maintain effective working relationships with clients, contractors, and team members.


Preferred Qualifications:

  • Recognition as an industry leader with a publication record, conference presentations, and active involvement in national industry associations.

  • Experience with managing large-scale utility infrastructure projects.

  • Familiarity with project delivery strategies like progressive design-build (PDB) and CMAR.
