About the Role
As the Owner's Agent for linear infrastructure projects, you will be responsible for:

  • Representing the client's interests by ensuring that all project goals are met, including requirements, budgets, schedules, and regulatory compliance.

  • Acting as the central point of contact between the client, project team members (including architects, engineers, contractors, and other stakeholders), ensuring clear and effective communication throughout the project lifecycle.

  • Leading the assessment of delivery methods to determine the most effective approach for each project, with a focus on alternative delivery methods such as PDB (Progressive Design-Build) and CMAR (Construction Manager at Risk).

  • Developing detailed project definitions, procurement strategies, and contract language, while assisting in contract negotiations and overseeing the project delivery process.

  • Managing project risks and reporting on the project's progress, schedule, budget, and any challenges that may arise.

  • Ensuring that all stakeholders, including operations and maintenance teams, are engaged appropriately throughout the project lifecycle.

Key Responsibilities

  • Guide the selection and implementation of appropriate project delivery methods (PDB, CMAR, etc.), ensuring that the client's goals for speed, efficiency, and quality are met.

  • Provide leadership and support for both design-build and construction manager-at-risk projects, helping to streamline the delivery process and ensure project success.

  • Develop and maintain comprehensive risk registers for each project, proactively managing risks and mitigating potential issues before they affect the project.

  • Collaborate closely with regulatory agencies and other jurisdictions, ensuring that all permitting requirements are met efficiently.

  • Oversee change management processes, dispute resolution, and ensure that projects remain aligned with the client's priorities and objectives.

  • Coordinate with procurement and project controls teams to ensure that projects transition from traditional delivery methods (e.g., DBB) to more collaborative approaches like PDB and CMAR.

Qualifications

  • B.S. (M.S. preferred) in civil, environmental, chemical, or mechanical engineering from an accredited program.

  • Registered Professional Engineer (PE) or ability to obtain within 6 months of hire.

  • A minimum of 10 years of experience in technical design, with a particular focus on water and wastewater pipeline design.

  • Proven experience in managing alternative delivery methods (PDB, CMAR, DBB) for complex infrastructure projects.

  • Strong communication skills, both written and verbal, and the ability to work effectively in a collaborative team environment.

  • Experience presenting to clients and professional organizations, as well as active participation in industry associations such as the Water Environment Federation (WEF) and American Water Works Association (AWWA), is a plus.
