Senior Manager - Project Development & Processes
Our client is a leading real estate development, investment, capital, and property management company headquartered in Singapore. They are looking for a Senior or experienced Manager to lead a team to manage commercial aspects of development projects from pre-contract to awarding.
Job Responsibilities
- Monitor & Improve Processes: Streamline internal processes and consolidate global best practices to enhance procedures, contract standards, and design guidelines.
- Value Engineering: Drive cost optimization and efficiency in new projects through value engineering initiatives.
- Maintain Market Leadership: Establish clear design guidelines to ensure developments remain industry leaders.
- Commercial Compliance: Ensure all commercial activities use company tools (e.g., SAP PS/ESS) from feasibility to completion and archiving.
- Resolve Issues: Handle contractual and commercial issues effectively.
- KPI Management: Oversee project KPIs, benchmark against global standards, and provide solutions for improvement.
- Team Direction: Guide project teams on contract essentials and commercial strategies.
- Performance Reporting: Report project performance to senior management and maintain a cost and contracts database.
- Risk Management: Assess and manage project risks.
Pre-contract Stage:
- Apply Group standards and procedures in all work processes.
- Conduct fair procurement processes following best practices.
- Perform due diligence to identify and mitigate risks.
- Benchmark costs to ensure value for money.
- Manage obligations, liabilities, deliverables, and responsibilities.
- Comply with local and international laws and regulations.
Award Stage:
- Incorporate all agreed items into contracts.
- Finalize and review agreements.
- Complete necessary annexes and secure contract sign-off.
- Ensure proper filing and distribution of contracts.
Contract Management:
- Review bank guarantees, performance bonds, and letters of credit.
- Interpret contract terms and conditions for internal teams and provide commercial advice.
- Oversee contract execution and issue necessary amendments.
- Manage disputes, variations, and contract closures.
- Archive records appropriately.
Job Requirements
- Educational Background: Degree in Architecture, Civil Engineering, Mechanical Engineering, Quantity Surveying, or equivalent.
- Experience: Minimum of 10 years in a professional office or construction organization, preferably with design and build projects.
- Contract Knowledge: Familiarity with construction contracts such as SIA, Redas, PSSCOC, PAM, FIDIC, JCT.
- Project Experience: Experience in commercial, retail, residential, industrial, and logistics projects across regions.
- Team Collaboration: Ability to work collaboratively across functions, especially in design and project management.
- Interpersonal Skills: Strong skills in report preparation, negotiation, relationship-building, and people management.
- Management Skills: Proficient in planning, organizing, and managing competing priorities and deadlines.
