MS4 Stormwater Engineer

Our client is a leading engineering consulting firm, seeking a motivated and skilled MS4 Stormwater Engineer to join their water resources team. This role offers an exciting opportunity to take on increasing responsibilities in designing, managing, and marketing Water Resources Engineering projects for a diverse range of clients. The ideal candidate will have a solid understanding of MS4 Program Plans, TMDL Action Plans, Erosion and Sediment Control (ESC), Stormwater Pollution Prevention Plans (SWPPP), and other stormwater compliance measures.

The successful candidate will play a key role in overseeing, performing, and managing various MS4 projects, with a focus on Virginia-specific regulations and assisting local municipalities with MS4 permit compliance and TMDL goals.

Key Responsibilities

  • Develop and update MS4 Program Plans and Minimum Control Measures to ensure MS4 Permit compliance.
  • Create TMDL Action Plans and TMDL Implementation/BMP designs.
  • Conduct ESC and SWPPP compliance inspections on construction projects.
  • Perform MS4 outfall inventories and IDDE (Illicit Discharge Detection and Elimination).
  • Conduct BMP inspections and ensure compliance with stormwater regulations.
  • Design stormwater management systems in accordance with client specifications and industry standards, using design software and drawing tools.
  • Provide stormwater management, erosion, and sedimentation control/NPDES permitting and compliance inspections on construction projects.
  • Design and inspect both traditional and innovative green stormwater infrastructure and BMPs in urban and rural environments.
  • Coordinate with contractors, consultants, government agencies, and staff from multiple locations and technical disciplines.
  • Analyze survey reports, GIS data, maps, and other relevant materials to plan projects.

Required Skills & Experience

  • Bachelor's degree in Civil Engineering or a related field from an ABET-accredited program.
  • 7+ years of experience in water resources engineering, with a focus on MS4 and stormwater management.
  • Strong understanding and design experience with BMPs for TMDL credits, stormwater management, and MS4 permit compliance.
  • Proficient in software tools such as Microstation, OpenRoads Designer, Civil 3D, ArcGIS, HEC-RAS, and MS Office (Word, Excel).
  • Proven ability to thrive in a fast-paced, team-oriented environment, managing multiple projects simultaneously.
  • Excellent written and oral communication skills.
  • Experience working with Virginia clients at the county and state level.
  • Knowledge of Virginia's Runoff Reduction Method and ability to evaluate projects to determine pollutant reduction and appropriate BMPs.
  • DEQ certification in ESC and Stormwater Management Dual Combined Administrator (or the ability to obtain within 12 months).
  • Strong understanding of Federal, State, and local stormwater management and MS4 programs.

Preferred Qualifications

  • Virginia Professional Engineer License (or the ability to obtain within 6 months).
  • Hydraulic modeling experience using HEC-RAS is a plus.
  • Established contacts with various local, state, and federal agencies.
