Overview
Our client, an internationally recognized environmental engineering firm specializing in the planning, design, and construction of water and wastewater facilities, is seeking a Water Planning Manager to support their vision of becoming the best water consulting firm. The Water Planning Manager will work on projects related to the planning and analysis of municipal water, wastewater, and stormwater distribution, collection, and conveyance systems. This includes master plans, capital improvement program development, regional water quality and water supply studies, critical water reuse planning, and wet weather management projects aimed at creating sustainable and resilient water supplies.

Responsibilities
- Perform engineering work in design, rehabilitation, and/or construction of water and wastewater infrastructure.
- Conduct condition assessments of water, wastewater, and stormwater infrastructure.
- Work on engineering studies, master plans, asset management programs, designs, reports, plans, and cost estimates for various water, wastewater, reuse, and stormwater infrastructure projects, including permitting and alternative analysis.
- Prepare technical memoranda, reports, and electronic deliverables; data entry and analysis, and support the construction phase of projects.
- Plan, schedule, and conduct engineering work on projects of medium to large size and moderately complex nature.
- Manage budgets, schedules, contractual obligations, and quality standards.
- Collaborate with other supervisors or team leaders.
- Provide training and oversight to internal staff.
- Act independently and make authoritative decisions on technical matters.
- Develop significant relationships with new and existing clients, maintaining client relationships.
- Support the firm's relationships with client management personnel.
- Direct and manage sub-consultants performing services on projects.
- Collaborate on proposal preparation and business development activities.
- Actively participate in professional associations, including presenting technical papers or holding leadership roles.
Qualifications
- Bachelor's degree in Civil Engineering.
- 10+ years of experience in the water industry, with at least five years in project management.
- Registration as a Professional Engineer.
- Demonstrated experience in water, wastewater, and stormwater pipeline condition assessment, including relevant tools and technologies.
- Demonstrated experience in water, wastewater, stormwater, and reuse master planning, modeling, and strategic system planning.
- Demonstrated experience in developing asset management plans, strategic master plans, capital improvement programs (CIPs), and other studies for water, wastewater, stormwater, and/or reuse infrastructure projects, with full responsibility for budget, schedule, contractual obligations, and quality standards.
- Experience in hydraulic and hydrologic modeling, risk assessment, condition assessment, and facilities planning for treatment facilities, wastewater collection systems, water transmission/distribution projects, water reuse projects, pipeline rehabilitation, and pump stations.
- Strong verbal and written communication skills.
- Ability to communicate effectively with clients and project teams.
Preferred Qualifications
- Master's degree in Civil or Environmental Engineering.
- NASSCO PACP/MACP/LACP certification.
- Experience with modeling packages such as InfoWorks ICM, InfoWater, WaterGems, SewerGems, PCSWMM, USEPA SWMM, EPANET, Aquanuity, etc.
- Experience with asset management programs such as InfoAsset Planner, Info360, Aquanuity, etc.
- Design and construction phase experience.
