Our client is seeking a Senior Water Resources Engineer with expertise in MS4 Program Plans, TMDL Action Plans and Implementation, and stormwater management to join their team. The ideal candidate will have demonstrated project management experience, a strong understanding of Virginia's stormwater regulations, and the ability to oversee MS4 projects while assisting municipalities with permit compliance and TMDL goals. This role presents a unique opportunity to contribute to the growth of the water resources discipline within a multi-discipline engineering office.
Key Responsibilities:
- Develop and update MS4 Program Plans and Minimum Control Measures required for MS4 permit compliance.
- Create and implement TMDL Action Plans and BMP designs to achieve pollutant reduction goals.
- Conduct Erosion and Sediment Control (ESC) and Stormwater Pollution Prevention Plan (SWPPP) inspections on construction sites.
- Perform MS4 outfall inventory, Illicit Discharge Detection and Elimination (IDDE), and BMP inspections.
- Develop stormwater management designs in accordance with client specifications using design software and tools.
- Oversee stormwater management, erosion and sedimentation control, NPDES permitting, and compliance inspections for construction projects.
- Design and inspect green stormwater infrastructure and stormwater management best management practices (BMPs) in both urban and rural settings.
- Collaborate with contractors, consultants, government agencies, and project staff across multiple locations and disciplines.
- Plan, schedule, and coordinate detailed phases of engineering work within larger projects.
- Analyze GIS data, survey reports, maps, and aerial imagery to plan and execute stormwater projects.
Required Skills:
- Strong engineering design skills, particularly in BMP design for TMDL credits and stormwater management.
- Proficiency in Microstation, OpenRoads Designer, Civil 3D, ArcGIS, HEC-RAS, and MS Office Suite (Word, Excel).
- Ability to thrive in a fast-paced, team-oriented environment while managing multiple projects.
- Excellent written and verbal communication skills.
Required Experience:
- Bachelor's degree in civil engineering or a related field from an ABET-accredited program.
- 7+ years of experience in water resources engineering with a focus on stormwater management and MS4 compliance.
- Experience with Virginia's Runoff Reduction Method and BMP evaluations to meet pollutant reduction requirements.
- Experience in hydraulic modeling (HEC-RAS preferred) and stormwater management design.
- Knowledge of Virginia's stormwater regulations, MS4 programs, and federal, state, and local jurisdiction compliance.
- DEQ certification in ESC and Stormwater Management Dual Combined Administrator required or the ability to obtain within 12 months.
- Established relationships with local, state, and federal agencies is preferred.
Preferred Qualifications:
- Virginia Professional Engineer License or the ability to obtain one within 6 months.
Working Conditions: This position follows a remote-first work model, offering the flexibility to work from home with 1-3 days per month required in Richmond for client visits and on-site meetings. Fieldwork may occasionally be required, with exposure to varying weather conditions. The office environment is typically sedentary with occasional walking and light lifting (up to 25 lbs). No hazardous or unpleasant conditions are expected in the office setting.
