Senior Air Quality Specialist

Key Responsibilities:
- Provide technical consulting expertise and lead air quality impact analyses throughout project life cycles.
- Develop and maintain client relationships.
- Lead the preparation of air permit application packages and provide senior technical leadership to staff.
- Verify the accuracy of emission calculations and estimates for routine, maintenance, startup, and shutdown emissions.
- Execute air dispersion modeling using EPA-approved programs such as AERMOD.
- Assist with and oversee multi-media reporting and plans (e.g., SPCC, SWPPP, EPCRA, human health risk assessments, environmental site assessments).
- Prepare and present proposals, including scope of work, estimated cost, and schedule.
- Develop cost proposals and qualification statements to meet financial performance targets.
- Provide leadership, guidance, and instruction to less-experienced staff.
- Build effective relationships with clients, customers, and contractors, and develop new business opportunities.
- Prepare and present client and professional meeting presentations.
- Manage sales and marketing efforts and identify key pursuits.
- Ensure adherence to QA/QC processes.
- Ensure compliance with company and site safety policies.
- Perform other duties as assigned.
Qualifications:
- Bachelor's degree in Environmental Science or a related field from an accredited program, plus 8 years of applicable experience, or a related Engineering degree with 7 years of applicable experience.
- Proficiency in air pollution permitting and compliance, multimedia environmental compliance audits, and environmental management systems.
- A master's degree in a related field may substitute for one year of experience.
- Consulting experience preferred.
- Ability to leverage existing client relationships for future business opportunities preferred.
- Superior technical writing abilities.
- Expert knowledge of federal, state, and local air regulations, including the Clean Air Act, New Source Review/Prevention of Significant Deterioration, NESHAP, NSPS, Title V Permitting, Title VI Ozone Depleting Substances, and similar regulations.
- Experience in conducting human health risk assessments.
- Ability to establish effective working relationships with contractors, co-workers, and other professionals.
- Expert analytical and problem-solving skills.
- Excellent project management skills.
- Expert oral and written communication skills, technical writing skills, and the ability to clearly and effectively present complex information to all levels of employees, management, and clients.
- Proficiency in using computer software (e.g., Microsoft Word, Excel, PowerPoint).
